On April 14, the People’s Committee of Quảng Ngãi Province issued Decision No. 28, establishing a new regulation for the coordinated management of inland waterway operations on the Sa Kỳ – Lý Sơn and Big Island – Small Island (Đảo Lớn – Đảo Bé) routes. This move aims to bolster transportation safety, tighten interdisciplinary management, and enhance service quality for tourists on the province’s key sea and island routes.
Inter-Agency Coordination
Under the new regulations, the Quảng Ngãi Maritime Administration, Department of Construction, Border Guard, Provincial Police, and local authorities will collaborate closely to manage, inspect, and monitor all passenger and cargo transport activities.
Specifically, passenger vessels operating from Sa Kỳ Port to Lý Sơn will face stricter controls regarding:
- Technical safety and vessel maintenance.
- Fire prevention and fighting capabilities.
- Passenger boarding and disembarking procedures.
Transparency and Service Quality
The regulations mandate full transparency for the following information at ports and on digital platforms:
- Sailing schedules and ticket prices.
- Number of daily trips and passenger service policies.
- Flexible vessel mobilization and additional trips during peak seasons and holidays to prevent overcrowding and improve the overall traveler experience.
Emergency Response and Enforcement
The decision clearly defines an inter-agency mechanism for:
- Incident handling and search and rescue (SAR) operations.
- Ensuring security and social order.
- Marine environmental protection.
Functional forces will conduct frequent patrols and inspections to promptly detect and strictly handle any violations within waterway transport operations.
